Contractor Prequalification

All companies and/or contractors performing work that involves public water infrastructure in Medford and White City, Oregon must have an approved and current Contractor’s Prequalification Application on file with the Engineering Department at Medford Water (MW).

Prequalification is required for contractors wishing to install or tap into public waterlines, fire services, fire hydrants and water service lines. There are three distinct categories of work, each with its own set of requirements. These include private contractor waterline projects, dry tap service installations, and projects owned and managed by Medford Water. In addition, a separate prequalification process may be required for contractors who wish to work on Medford Water-owned projects. Each category has specific criteria and application steps, which you can explore in the sections below.

Private Contractor Waterline Projects

A Contractor Prequalification Application must be completed and submitted for all companies and/or contractors that would like to be approved to install public water mains, including:

  • Public waterlines
  • Public waterlines for fire services
  • Public waterlines to fire hydrants

Insurance certificates must be submitted with your application (details outlined on the application). These applications are processed as they are received.

Check the status of your prequalification on our current Prequalified Contractors list below. If your prequalification has expired, please complete and submit a new application. A renewal form can be completed for those that have not let their prequalification lapse.

Renewal: Every 2 years

Service Installations

If your company or contractor is applying for prequalification as a Public Watermain Installer for private developer waterline projects and would also like to be considered for MW’s list of approved Dry Tap Service Installers, please include their names on the Dry Tap Service Installers page of MW’s Contractor Prequalification Application.


To be approved, applicants must meet the minimum qualifications and requirements outlined in the application. MW may also require a demonstration of field knowledge, either on-site or at the MW Service Center, before granting approval.


Note: Only one application is required—whether you’re applying for Waterline approval, Dry Tap Service Line approval, or both.

If your prequalification is still valid but nearing expiration, you may submit a renewal form.

Medford Water Projects

Contractors wishing to bid on MW projects must submit prequalification forms that are specific to the project before the prequalification deadline. These forms are commonly specifically designed for the project and incorporated into the bid documents. A MW Prequalification Application may also be required. Each project is different, and the forms will be processed by the schedule identified in the project bid documents.
