INITIAL PUBLIC NOTICE – Lone Pine Creek

Medford Water has applied for BRIC grant funding from the Federal Emergency Management Agency (FEMA) to fund the Crater Lake Avenue Pipeline in Medford, Oregon; with matching funds provided by Medford Water. Pursuant to 44 CFR Part 9.12, FEMA gives notice under Executive Order (EO) 11988, Floodplain Management or EO 11990, Wetland Protection; since this action is located in or affects the floodplain or may affect wetlands.
The project site is located in or affects the floodplain of Lone Pine Creek. The purpose of the project is to construct a 24-inch diameter seismically resilient domestic water transmission pipeline from the Martin Control Station to the Capital Hill Reservoir. The proposed action includes: The pipeline will be constructed within existing roadways. Along North Keene Way the pipeline will be installed by boring under the existing concrete box culvert that carries Lone Pine Creek as it crosses North Keene Way. This section of North Keene Way is in the FEMA floodway. Construction will remain within the existing paved roadway areas. There will be no changes to surface elevation, and construction of this pipeline will not affect any floodplain elevations.
Comments concerning the proposed action will be accepted from the affected public; local, state and federal agencies; and other interested parties in order to consider and evaluate alternatives and the environmental impacts of the proposed action. Comments should be made in writing, sent to the point of contact listed below, and postmarked within 30 days of publication of this notice.
