PUBLIC NOTICE: Proposed Exemption From Competitive Solicitation - Water Quality Improvement Plan
NOTICE IS HEREBY GIVEN that the Medford Water Commission (Commission) will consider an exemption from competitive solicitation pursuant to the Commission’s Contracting and Purchasing Regulations, Section 2.32 – Sole Source Procurement at the regular meeting of Wednesday, December 14, 2016 at 12:15 p.m.
The Commission will consider awarding a contract to the Rogue River Watershed Council (RRWC) for Development of a Water Quality Improvement Plan for Little Butte Creek. Findings in support of the exemption from competitive bidding consist of the following: RRWC is a nonprofit entity providing environmental and watershed services in this portion of the Rogue River Watershed; RRWC has a current working relationship with the Commission and other partners that will be involved in this plan; RRWC has the technical expertise, facilitation experience and knowledge of the Little Butte Creek Watershed; this grant can only be applied for and awarded to a municipality, so the Commission applied for and received the grant in partnership with RRWC; it is unlikely that the exemption will encourage favoritism or substantially diminish competition for personal services contracts; and awarding this contract is expected to result in cost savings and is otherwise in the public interest.
