PUBLIC NOTICE: Proposed Exemption From Competitive Solicitation - Laboratory Analytical Services
NOTICE IS HEREBY GIVEN that the Medford Water Commission (Commission) will consider an exemption from competitive solicitation pursuant to the Commission’s Contracting and Purchasing Regulations, Section 2.32 – Sole Source Procurement at the regular meeting of Wednesday, October 19, 2016 at 12:15 p.m.
The Commission will consider awarding a contract to Neilson Research Corporation (NRC), to perform annual water quality testing for regulatory compliance and investigative purposes. Findings in support of the exemption from competitive bidding consist of the following: NRC is the only state-certified, accredited laboratory in Medford; and NRC has a proven track record of accuracy, reliability, flexibility and timeliness for the Commission for almost 30 years; it is unlikely that the exemption will encourage favoritism or substantially diminish competition for personal services contracts; and awarding this contract is expected to result in cost savings and is otherwise in the public interest.
