REQUEST FOR PROPOSAL - WATER QUALITY CORROSION STUDY, RFP #01-2016

Notice is hereby given that the Medford Water Commission (MWC), by and through its Board of Water Commissioners, will receive sealed proposals until 4:00 p.m., Local Time, October 28, 2016 at the MWC office, 200 South Ivy Street – Room 177, Medford, Oregon 97501, for the following services: Water Quality Corrosion Study, RFP #01-2016. MWC requests Proposals from engineering firms interested in providing engineering and/or related services, including but not limited to corrosion analysis and water quality analysis. Consultants and their staff, either local (defined as resident in Oregon) and/or regional (Idaho, California, Oregon, or Washington), will have demonstrated experience performing the services at a professionally licensed/certified level as a typical part of their business. Proposals received after the time established for receiving proposals will not be considered. Facsimile proposals are not acceptable. All proposals shall be submitted as set forth in Part 1 – Submission Instructions; MWC is not responsible for proposals submitted in any manner, format or to any delivery point other than as required by the RFP Document. NOTE: On Monday, September 19, 2016, Request for Proposal (RFP) Documents and Addenda will be available electronically for download at no charge at http://www.medfordwater.org. Follow the link on the homepage, under Bids & RFPs, select ‘click here for plans’ under the Plans column. Call (541) 774-2457 to register and obtain the login password. Proposers shall be responsible for all costs related to printing and reproduction of RFP Documents. Proposers should check the website regularly until closing to avoid missing any Addenda, which will only be available online. RFP documents may be examined at MWC’s office: (541) 774-2440; printed RFP documents will not be mailed by MWC. A MANDATORY pre-submittal meeting for all firms interested in submitting a proposal will be held at 10:00 a.m., October 6, 2016 at the MWC office, 200 South Ivy Street – Room 177, Medford, Oregon 97501. Only those companies that have a representative in attendance and have signed in will be allowed to submit a proposal. Statements made by MWC’s representatives at the meeting are not binding upon MWC unless confirmed by Written Addendum. Proposers who obtain their RFP documents only from plan centers, or by means other than the MWC website, are responsible for ensuring they have all addenda; they will not be registered or appear on the list of planholders and will not receive notifications from MWC regarding this RFP. The single point of contact for questions regarding the RFP, RFP process, clarification, award process, protests, or any other issues that arise, is Eric Johnson at (541) 774-2452, eric.johnson@cityofmedford.org. Each proposal must contain a statement as to whether the Proposer is a resident, as defined in ORS 279A.120. An asbestos abatement license under ORS 468A.720 will not be required of the contractor or subcontractors. Sealed proposals are to be sent to Medford Water Commission, Attention: Eric C. Johnson, P.E., Principal Engineer, 200 South Ivy Street – Room 177, Medford, Oregon, 97501. Consultants will be selected to provide services based on qualifications; MWC does not guarantee any amount of work as a result of this RFP. MWC reserves the right to reject any or all proposals and to waive irregularities or informalities in a proposal or in the opening, and may cancel the procurement in accordance with ORS 279B.100. The successful proposers shall have a current City of Medford Business License upon award. A sample contract is included; award of the contract will be subject to approval of the Board of Water Commissioners.
