Notice is hereby given that Medford Water Commission (COMMISSION), by and through its Board of Water Commissioners, will receive sealed proposals until 3:00 p.m., Local Time, Thursday, October 10, 2019, at the COMMISSION office, 200 S. Ivy St. - Room 177, Medford, Oregon 97501, for the following services:

65 MGD AT THE ROBERT A. DUFF WATER TREATMENT PLANT
This solicitation and selection will be conducted using the Qualification Based Selection (QBS) process. Proposals packages received after the time established for receiving proposals will not be considered. Facsimile packages are not acceptable. All proposals shall be submitted as set forth in the General Specifications, Proposal Instructions, and must contain a signed Proposal Submission Form. COMMISSION is not responsible for proposals presented in any manner, format or to any delivery point other than as required by the Request for Proposals (RFP) Document. NOTE: on Monday, September 9, 2019, RFP Documents will be available electronically for download at no charge here. Email water@medfordwater.org or call (541) 774-2457 to register and obtain the login password. Respondents shall be responsible for all costs related to printing and reproduction of RFP Documents. Respondents should check the website regularly until closing to avoid missing any Addenda, which will only be available online. RFP documents may also be examined at COMMISSION’s office: (541) 774-2440; printed RFP documents will not be mailed by COMMISSION.
A mandatory Pre-Proposal Conference and site tour for all firms interested in providing a Proposal will be held from 1:30 p.m. to 4:00 p.m. on Tuesday, September 17, 2019 at the Robert A. Duff Water Treatment Plant, 8301 Table Rock Road, White City, Oregon. The purpose of the conference is to outline COMMISSION expectations and the evaluation process and provide an opportunity for Consultants to visit the site. Additional site visits will not be accommodated relating to this RFP. Statements made by COMMISSION’s representatives at the meeting are not binding upon COMMISSION unless confirmed by Written Addendum; any change to or interpretation of the RFP document by the Commission shall be accomplished by Written Addendum.
Respondents who obtain their RFP documents only from plan centers, or by means other than the COMMISSION website, are responsible for ensuring they have all addenda; they will not be registered or appear on the list of plan-holders and will not receive notifications from COMMISSION regarding this RFP. The single point of contact for questions regarding the RFP, Proposal process, clarification, award process, protests, or any other issues that arise, is Andy Huffman at (541) 774-2455, andy.huffman@medfordwater.org. Each Proposal must contain a statement as to whether the Consultant is a resident, as defined in ORS 279A.120. Sealed Proposals are to be sent to Medford Water Commission, Attention: Eric Johnson, P.E., 200 South Ivy Street – Room 177, Medford, Oregon, 97501. Consultants will be selected to provide services based upon proposals evaluation; COMMISSION does not guarantee any amount of work as a result of this RFP. COMMISSION reserves the right to reject any or all Proposals and to waive irregularities or informalities in a Proposal or in the opening and may cancel the procurement in accordance with ORS 279B.100. A sample contract is included; award of the contract will be subject to approval of the General Manager or Board of Water Commissioners.
