PUBLIC NOTICE: Proposed Exemption from Competitive Solicitation - Consulting Services for the Water Quality Improvement Project
NOTICE IS HEREBY GIVEN that the Medford Water Commission (MWC) has proposed an exemption from competitive solicitation pursuant to Section 2.32 - Sole Source Procurement of MWC's 2011 Contracting and Purchasing Regulations, and on June 19, 2019, will consider awarding a contract to Black & Veatch Corporation for consulting services for the design and construction of the Water Quality Improvement Project.
Findings in support of the exemption from competitive bidding include but are not limited to the following: Black & Veatch is uniquely qualified with in-depth knowledge of the Water Quality Improvement Project and has the specialized technical skills, expertise and resources to provide the Commission with cost effective consulting services due to their familiarity with the Commission’s water treatment systems, which positions them optimally to efficiently provide consulting services that will result in significant cost savings for the Commission.
It is unlikely that the exemption will encourage favoritism or substantially diminish competition for personal services contracts, and awarding this contract is expected to result in cost savings and is otherwise in the public interest.
