NOTICE: Proposed Exemption from Competitive Solicitation for Listed Manufacturers and Products for the 65 MGD Flocculation and Sedimentation Basins Expansion Project

Medford Water Commission will consider an exemption from competitive solicitation, pursuant to the Commission’s Contracting and Purchasing Regulations, Section 2.32(21) – Special Procurements, Single Manufacturer or Compatible Product, at the regularly-scheduled board meeting on Wednesday, December 3, 2014, at 12:30 pm.

The Board of Water Commissioners will consider exempting the following materials, limited by manufacturer and product:
 
(a)     Fall Protection shall be limited to DBI Sala, Advanced Digital 100 Series Winch with 70-ft. cable; sealed SRL with integral winch.
(b)     Plate Settlers shall be limited to those manufactured by Meurer Research, Inc. (MRI)
(c)     Polymer Feed Pumps shall be limited to the Grundfos DME 375-10R.
(d)     Magnetic Flow Meters shall be limited to those manufactured by Emerson Process Management-Rosemount.
(e)     Level Pressure Indicating Transmitters shall be limited to Model 3051 manufactured by Emerson Process Management-Rosemount.
(f)     600-Volt Class Motor Control Centers shall be limited to those manufactured by Allen Bradley.
(g)     Variable Frequency Drives for flocculators and flash mix pumps shall be limited to the Allen Bradley 750 series manufactured by Rockwell Automation.
(h)     Operator Interface Terminal at PLC Control Panel shall be limited to the Allen Bradley Plus 6 1250 manufactured by Rockwell Automation.
(i)      Programmable Logic Controllers shall be limited to the Allen Bradley ControlLogix manufactured by Rockwell Automation.
(j)      Ultrasonic Level Transmitters shall be limited to the Hydro Ranger 200 manufactured by Siemens.
(k)     Streaming Current Analyzers shall be limited to those manufactured ChemTrac.
(l)      Chlorine Residual Analyzer shall be limited to the Hach CL-17.
 
Findings in support of the exemption consist of the following:
  • Grundfos (c) is the only manufacturer of the product of the quality required.
  • The other items are listed due to compatibility and efficient use of the existing equipment.
  • It is unlikely that the exemptions will encourage favoritism or substantially diminish competition for materials purchases; cost savings are expected and the exemptions are otherwise in the public interest.
All interested parties are encouraged to attend the meeting.
