Notice of proposed exemption from competitive solicitation - Mailing Services
Medford Water Commission (Commission) will consider an exemption from competitive solicitation and award of a contract pursuant to the Commission’s Contracting and Purchasing Regulations, Section 2.32 – Sole Source Procurement, at the regularly-scheduled board meeting on Wednesday, October 2, 2013, at 12:30 pm.
The Board of Water Commissioners will consider awarding a contract to Bend Mailing Services (BMS), for the Commission's water bill design, printing and mailing services. Findings in support of the exemption consist of the following: BMS has specialized technical skills, expertise and resources; and with their in-depth knowledge of the Commission’s water billing and mailing requirements, BMS will be best positioned to efficiently provide services that will result in significant cost savings for the Commission; BMS provides fair and competitive rates for the required services and has offered to extend their 2009 unit costs for billing services for the next contract period; and the costs associated with competitive solicitation would be saved.
It is unlikely that the exemption will encourage favoritism or substantially diminish competition for personal services contracts; and awarding this contract is expected to result in cost savings and is otherwise in the public interest.
