Notice of intent to join the National Joint Powers Alliance and establish a contract or price agreement through an interstate cooperative procurement for a Hydro-Excavation vehicle

Notice is hereby given that the Board of Water Commissioners will read draft findings and consider voting on Resolution No. 1532, to join the National Joint Powers Alliance® (NJPA) and establish a contract or price agreement for a Hydro-Excavation vehicle through an interstate cooperative procurement method, at their regular meeting on Wednesday, September 4, 2013, at 12:30 p.m., in Room 151 of the Lausmann Annex, 200 S. Ivy St., Medford, Oregon.

Membership in the NJPA will allow the Medford Water Commission (Commission) to combine its purchasing power with other public agencies in order to take advantage of lower priced goods and services through larger volume discounts from suppliers.

Interested parties may view the draft findings below, or at the Commission’s office, 200 S. Ivy St., Room 177, Medford, Oregon. Comments must be submitted to the Commission in writing, no later than 10:00 a.m., September 4, 2013. The master agreements have been awarded by NJPA.

Some of the contracts currently available for Hydro-Excavators are: Vacall™, Vac-Con®, and Vactor®.

The estimated amount of this procurement is $400,000.00, which was approved in the Commission’s Fiscal Year 2013-14 budget.

FINDINGS

The Medford Water Commission (Commission) intends to establish a contract or price agreement through an interstate cooperative procurement.
 

BACKGROUND:

  • PROPOSED COOPERATIVE PURCHASING GROUP
      The National Joint Powers Purchasing Alliance® (NJPA) aggregates purchasing volume of participating public agencies and universities across the country in order to receive larger volume discounts from suppliers. All of the contracts in their portfolio are competitively bid by a lead public agency
 
  • BENEFIT OF JOINING
      By multiple agencies joining forces and combining their purchasing power all participating agencies can take advantage of lower priced goods and services.  Another added savings is that each participating agency does not have to conduct their own individual solicitation, which results in additional cost savings. 
 
  • SOLICITATION REVIEW
      The solicitations meet the procurement requirements of the State of Oregon.  Based on that, the Board of Water Commissioners can make the following findings:
 
FINDINGS:

1. All contracts awarded through the NJPA collective group of agencies have been awarded by competitive bid. This meets the cooperative procurement process set forth in ORS 279B.055.2.  

2. Solicitation documents state that the successful bidder will offer their prices and services to all government agencies nationally. This satisfies ORS 279A.215.
 
3.   Solicitation documents substantially meet Oregon’s public procurement regulations.
(a)     They include a time and date by which the proposals must be received and a place at which the bids must be submitted.
(b)     The name and title of the person designated for the receipt of proposals.
(c)     A description of the procurement.
(d)     A statement that the contracting agency may cancel the procurement or reject any or all bids.
(e)     All contractual terms and conditions.
(f)     Announce the method of contractor selection.
(g)     Contain a description of the manner in which proposals will be evaluated.
 
Some of the agencies within Oregon that are currently using NJPA contracts include: cities, including the City of Medford; counties, including Jackson County;  and the State of Oregon.
 
4.   All solicitations bid through the NJPA use clear and concise specifications, and encourage reasonable competition within their industries.
 
5.   Commission procurement utilizing NJPA contracts makes no substantial changes.
 
6.   Public notice was published on the Commission’s website beginning Friday, August 23, 2013.
     
7.   This agreement is in the best interest of the Commission.
